Recent seizures of cocaine suspected to be

of Japanese origin.

Three seizures of small quantities of cocaine have been made recently, 350 ounces ex s/s Katsang from Japan and Amoy, 150 ounces ex s/s Santhia from Japan and Amoy, and 26 ounces from a direct consignment of toys and porcelain from Kobe, Japan.

2. I attach an analysis of the two brands found on SS Katsang a full analysis of the other two lots was not made, but the melting point was taken, which was found to be very similar to that ex Katsang. It will be noticed that there are several misprints on the lables, which are similar to those already sent home in other cases. The paper in which the cocaine was packed appeared to be inferior staff and not like that on genuine European-made cocaine. There is no doubt that the three lots of cocaine all originated in Japan and were of Japanese manufacture, and that it is quite easy to purchase cocaine in 25 ounce tina in Japan for anyone who can pay the price. The destination of the seizures on the two ships was probably Calcutta, the smaller seizure was intended for Hong Kong, it was to be taken to a house where it would be put up into packets containing about a quarter of an ounce or less, the packets were found in the process of manufacture when the house was searched.

3. All the cocaine would be described as of a very fair quality there was apparently no adulteration with any foreign substance. The differences found would be accounted for by less care in manufacture, the appearance of the samples was excellent and the difference in quality was only apparent on careful examination of the various constants.
